Abstract
The history of the environmental movement is a success story, especially in relation to the modernisation of politics and society in Germany. In view of the failure of governance on both national and international levels, a new role for government has evolved, as described within the context of "ecological modernisation." New forms of participation, mediation and negotiation have been implemented, new concepts of network leadership and the handling of complex systems and evaluation problems have been developed, and a "secular" handling of scientific expertise has been established. The environmental debate has played the role of a social laboratory with experiences that can be utilised by other political sectors. But today, the environmental movement seems doomed to failure due to its own successes. The protagonists have established themselves in newly created institutions and innovations have become norms, guidelines and regulations. Therefore, it is time to remove the blinders from discussions of environmental politics and debate new ideas, old goals and priorities for the future. Above all, the time has come to discuss the condi- tions for continuing along the road of success within the context of sustainable development.
