Abstract: This document contains 14 reports on education reform in Africa. Research was carried out in the 1990s to better understand the dynamics and techniques of policy change. Questions explored included: What are some of the key elements in education policy reform in Africa? How effective have the tools available to USAID been in guiding and supporting education policy reform? and What new conceptual approaches and tools can assist USAID staff and host country partners to strengthen the policy reform process? The reports are as follows: (1) "Education Policy Development: A Brief"; (2) "An Approach to Constituency-Building for Policy Reform: Education Reform Support"; (3) "Association for the Development of Education in Africa (ADEA)"; (4) "Community Involvement in Education"; (5) Decentralizing Education Services"; (6) "Educational Information Management"; (7) "Educational Networking in Africa: Education Research Network of West and Central Africa (ERNWACA)"; (8) "Elements of Policy Formation"; (9) "Identifying Determinants of Educational Achievement and Attainment"; (10) "Improving Equity in the Classroom"; (11) "Improving the Experience of Girls in the Classroom"; (12) "Improving the Health of School Children"; (13) "Promoting Reform in Basic Education"; and (14) "Research To Determine How Education Affects Girls' Lives." The brief highlights some of the findings and lessons from the research and related pilot activities. Each report presents findings and implications related to its particular topic.
