More than one third of all CO2-emissions in Germany stem from direct energy consumption of individual households and the service/administration sector. Optimizing direct energy consumption can thus be seen as an important part of sustainable consumption. More and more the user behavior has got into focus, and in particular the reduction potential in public buildings is estimated to be quite high (5 to 15%). Against this background in 2006 a bunch of measures to optimize energy consumption of the Ruhr-University Bochum was developed by a team of psychologists. Social marketing approaches and a modified norm activation model were used to select target behaviors and target groups. Target behaviors were airing behavior, turning down the heating when being off for more than a day, and moving away furniture from the heating. To prepare for the development of a heat saving campaign, two staff surveys were carried out, recording the current energy user behavior, problem awareness, awareness of abilities, assumptions about efficiency, and possible competing and supportive motivations for behavior changes. Measures were based on staff surveys and took up assumptions about efficiency, motives, and habitualization. The campaign was delivered in winter semester 2006/2007 and was evaluated on three levels: self reported behavior, observed behavior, and actual energy consumption. Pre-Post-comparisons, and comparisons to control groups revealed changes in self reported and in observed airing behavior. Over a period of eight months following the start of the campaign, the monthly overall energy consumption at the university was lower than in the respective months over the last five years (controlled for weather influences). Results of the evaluation as well as perspectives for a transfer of the intervention planning process are discussed.
