Countries across the world have achieved remarkable progress in education, yet millions of children, youth and adults are denied opportunities to realize their potential. Chronic poverty, gender and the disadvantages faced by ethnic, linguistic and racial minorities are at the heart of the problem. What are the consequences of marginalization in education? And what can be done to break the barriers preventing every child, youth and adult from realizing their potential and enjoying the right to education?

Reaching the marginalized is the eighth edition of the Education for All Global Monitoring Report. It paints a startling picture of the scale of deprivation. Identifying the root of disadvantage in education and beyond, the report assesses the effectiveness of national policies in combating marginalization. Set against the backdrop of the global economic crisis, it also examines current trends and prospects in education finance, including international aid.

Prepared by an independent team based at UNESCO, the analysis is based on case studies and commissioned research. The report includes comprehensive data analysis relating to the six education goals that over 160 governments have pledged to reach by 2015. These cover early childhood care and education, primary and secondary education, gender, life skills, adult literacy and education quality.
