In 2000, over 160 countries committed to vastly expand educational opportunities for children, youth, and adults by 2015. The sixth edition of this global report marks the midterm point and provides a rich evidence-based assessment of progress towards expanding early childhood learning programmes, reaching universal primary education, achieving gender equality at all levels of education, dramatically reducing adult illiteracy, and improving educational quality. With over 70 million children out of primary school, poor learning achievement in many countries, and 1 in 5 adults without basic literacy skills, the report stresses the dire need for innovative policies that tackle the root causes of exclusion, promote equity, and improve teaching and learning conditions. It also calls upon donors to step up aid to education--still a fraction of total official development assistance--in line with the promises they made at the turn of the century.

Based on specialized commissions, extensive consultations and multiple research sources, the report provides an authoritative, comparative reference for policymakers, development specialists, economists, education researchers, and advocates worldwide.

Bis 2015 soll weltweit "Bildung für alle" erreicht werden. Die Weltgemeinschaft ist dabei auf dem richtigen Weg, auch wenn noch viele Herausforderungen vor ihr liegen. Zu diesem Ergebnis kommt der diesjährige "Education for All - Global Monitoring Report" der UNESCO. Unter dem Titel "Bildung für alle bis 2015 – Werden wir es schaffen?" gibt er sieben Jahre nach dem Weltbildungsforum in Dakar einen Zwischenstand und benennt die Herausforderungen der kommenden Jahre. Damals haben sich 164 Länder verpflichtet, die folgenden sechs Bildungsziele bis zum Jahr 2015 weltweit zu erreichen: Alle Kinder sollen eine Grundschule besuchen und abschließen. Die Analphabetenrate unter Erwachsenen soll halbiert werden. Im gesamten Bildungsbereich soll die Gleichberechtigung der Geschlechter erreicht werden. Die frühkindliche Förderung soll ausgebaut, Lernbedürfnisse von Jugendlichen sollen abgesichert und die Bildungsqualität soll verbessert werden.

Die Weltgemeinschaft, so der Bericht, hat seit Dakar wichtige Fortschritte gemacht: Die Zahl der eingeschulten Kinder ist erheblich gestiegen und mehr Mädchen als je zuvor besuchen eine Schule. Nationale Bildungsausgaben und Entwicklungshilfe sind insgesamt erhöht worden, allerdings noch nicht in ausreichendem Maße. Mangelhafte Bildungsqualität, Kosten für den Schulbesuch und anhaltend hohe Analphabetenraten unter Erwachsenen sind weiterhin Hindernisse auf dem Weg zu "Bildung für alle". Regierungen und Geber konzentrieren ihre Anstrengungen noch zu sehr auf die formale Grundschulbildung und vernachlässigen dabei sowohl die frühkindliche Förderung als auch die Alphabetisierung von Erwachsenen, so ein Ergebnis des Berichts. Der Report appelliert an die Weltgemeinschaft, alle sechs Ziele von Dakar in den Blick zu nehmen. Er fordert stärkeres Engagement der Regierungen für Bildung und eine Erhöhung der Entwicklungshilfe für Grundbildung.

Der seit 2002 jährlich erscheinende Weltbildungsbericht wird im Auftrag der UNESCO von einem unabhängigen internationalen Expertenteam angefertigt, das unter anderem vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung unterstützt wird.
