Anhand von Schulbesuchsraten und Bildungsausgaben dokumentiert dieser Bericht, wie weit jeder Staat dem für 2015 angepeilten Ziel der Gewährleistung einer "Grundbildung für alle" näher gekommen ist. Neben einem Überblick über die Erarbeitung von Qualitätskriterien für das Bildungswesen werden die Bedeutung der Vorschulerziehung und Möglichkeiten zur Verbesserung der Effektivität der Entwicklungszusammenarbeit im Bildungsbereich herausgearbeitet. Anhand von Beispielen wird veranschaulicht, wie mit Verbesserungen der Lehrerausbildung, Schulverwaltung, Lehrpläne, Lehrmittel und Ausstattung von Schulen die Qualität der Bildung und Attraktivität des Schulbesuchs für Mädchen gesteigert wurde.
