Im Jahr 2000 vereinbarte das Weltbildungsforum in Dakar sechs Ziele, die bis 2015 erreicht werden sollen, um den UNESCO-Auftrag "Bildung für Alle" (Education for All - EFA) zu verwirklichen. Dazu zählen Grundschulbildung für alle sowie dieÜberwindung von geschlechtsbedingten Disparitäten in Grund- und weiterführenden Schulen - Ziele, die auch in der Millenniumserklärung der Vereinten Nationen 2000 verankert wurden. In einem globalen Monitoring Report überprüft die UNESCO jährlich, welche Fort- bzw. Rückschritte auf dem Weg zu den EFA-Zielen gemacht wurden. Der erste Report erschien 2001. Der Report 2002 gliedert sich in einen inhaltlichen Teil und einen umfassenden statistischen Anhang, der Zahlenmaterial über die Bildungssituation in allen Ländern der Welt enthält (Stand: 2000). Der inhaltliche Teil befasst sich mit der generellen UNESCO-Strategie "Bildung für Alle", analysiert die Fortschritte auf dem Weg zu den EFA-Zielen, vergleicht die Ressourcen, die zur Verwirklichung der Ziele erforderlich sind, mit den gegenwärtig verfügbaren Mitteln und skizziert Zukunftsaussichten und Herausforderungen.

At the start of the new century, governments and the international community set targets to dramatically improve educational opportunities for children, youth and adults over the next 15 years. They underscored that education is vital to reducing world poverty and fostering a more equitable, peaceful and sustainable future.

Are they living up to their promises? The Education for All Global Monitoring Report, an annual independent publication, aims to hold the global community to account by rigorously assessing progress, analysing effective policies, spreading knowledge about good practice, and alerting the world to emerging challenges. The 2002 Report, "Is the World on Track," warns that "almost one-third of the world's population live in countries where achieving the Education for All goals will remain a dream unless a strong concerted effort is made".
